Yep, Rob got a hold of me, I sent him a few pictures of the top and bottom of the board and am awaiting his response for next steps.

Last night when I pulled the chip to test, all of the pins on the EEPROM looked fine, as well as the socket. The socket itself may be the problem though. After close inspection, it looks like one of the pins for the socket doesn't actually go through the board: http://i1192.photobucket.com/albums/aa...

Well, I couldn't wait. I removed the Robtune EEPROM, re-jumped J1, plugged in the ECU, and it fired right up. Just to check, I removed the J1 jumper, re-socketed the Robtune EEPROM, plugged in the ECU, and no start.
Sounds like a bad Robtune chip then?

One other thing: I don't have a chip extractor, is the next best thing being really careful with a flathead jewelers screwdriver, or is there a better way?

Is there supposed to be a resistor here, or can I just connect the two ends of J1?

If your car works as normal, then the robtune is bad. If the fuel pump still doesn't prime, then the ej20g ecu is bad. Hopefully it's the ecu. The compression test is within 5 psi on each cylinder. Compression was great - ~150ish psi on each cylinder warm. I have now performed all of the diagnostic steps from the FSM for:
Control Unit Power supply and ground line
Ignition Control System
Fuel Pump Circuit
Fuel Injector Circuit (the pdf you linked to above Josh)
All tests come back within spec. I am now totally stumped.

I've swapped between two coolant temp sensors (and also tested resistance), along with swapping ECUs. I still need to work through that diagram you posted above. I'll post back when I get a chance to do that.
