Ok, so I have a VDO mini press. gauge hooked up to a T between the filter and fuel rail. It bounces bvery rapidly between like 25-30 psi, and when I pull on the throttle to rev it, it doesn't go up, although maybe it wasn't high enough for boost to come on. Does this sound like a problem to anyone?...

Yup.....a bad coil would cause two cylinders to be dead. I've got the coil on plug set up, so one coil out means one cylinder not firing. Can you pull the pins out from the back side and clean the connector up at all? Yes, that's quite easily. With a small screwdriver lift the tab a bit on the front of the connector and extract the pin. I was lucky to have similar pins in my stock, so I crimped on a new connector and removed the old ...

Well, some results eventually. After some testing, measuring it eventually proved to be a corroded contact in one of my coil connetctors. I agree with Josh, cyl 3 is dead. Do the easy things first, check for fuel and spark in #3. If good on both then you are looking at an internal issue but hopefully it doesn't get to that. I've checked the harness: measuring resistance trigger wires for injector and coil, proved ok. measuring voltage at injector and coil, proved ok, close to battery voltage. measuring ground connection at coil to engine, proved ok (car has WRX coils modification btw) Maybe coil or spark plug is broken...

Were you able to use the select monitor on a friend's legacy to see how its values compared? No, I haven't tested my select monitor on someone else his Legacy. Out of curiousity how old is the coolant temp sensor? When these things go, they typically don't give a code and just feed the ECU incorrect informaiton which will either cause them to run rich or lean. I did a test session using in total 3 Legacy Turbo ECU 's and two lambda sensors. Basicly came out with more questions than answers. You could try resetting the ECU's memory, which should eliminate any past learned values that may be causing you issues.
