I asked them about making me a key and they said they don't make keys there for older cars and they could give me the lock number to take to a locksmith and have a key made but that's it. That number on the key is the number you can give to the dealer to have them make you a brand new key. Don't lose that key/number. The dealer can also look up the ignition / key code from your VIN. It was explained to me that the issue is due to the small range of adjustment in the clutch. If you take off just a bit too much, you can end up with a chattering or generally poorly adjusted clutch. I doubt it just fell off, and I doubt granny took it off, so I'd wager there's a reason it's off. So I'd expect to find something else that's need to be replaced on the rear side of the drivetrain.

My 91 uses the same key for both, so I bet someone replaced the ignition.
