I used Adobe Photoshop's "Save for Web" feature. It takes away all the information stored with the image, which doesn't need to be there for web viewing.

I encourage people to put up pictures, even if I'm not adding them to the rotation.

I am frustrated when people can't follow simple guidelines and either post them too large in number of bytes, too tall, too wide, or in the last two submissions, too small.

If people send me a picture (or two or three), I will take 5 minutes and do it right.

I highly recommend people download The Gimp, which is free and like a Photoshop lite. It makes it much easier to scale and crop images to about the right size, and you can adjust the canvas size to make it exactly 250x130, and add text. Additionally it has good jpeg compression so you won't have to worry about the file being too large.

I made this in about two minutes:
