In order to do that, you would need a harpoon-esque weapon. In order to send a charge, you'd need a cable running between your car and his. You'd also need a power source that could send up a nice voltage that would have to be somehow channelled into the ECU...and that would fry the car.

The police have these things that look kind of like a mechanic's sliding gurney, whatever you call them, that a mechanic uses to slide under a car but these things have antennae on them that brush against the frame as they roll under the car and send a huge shot of juice through the car, frying electronics. You could also have a spike strip dispenser mounted in your rear bumper...James Bond style.

Relocate a rear washer nozzle and rig it to spray out WD40. It'll smear all over their windshield when they got to wipe it off.

Side discharge gun that fires those "vehicle immobilizers" they used on 2F2F.
Your friend would have to steer as you hung out the window to try and get it out. It would also be his job to yell "shut up" at the laptop when it tells you that the manifold is close to being damaged. Won't matter anyways as it reaching flintstone mode and the floorboards will soon be ejecting.

I've thought of a spike strip dispenser at one time. Maybe a little compartment in the rear of the vehicle that opens and drops a bunch of tetrahedral shaped spikes. It would be even better if you could make them naturally break down after a short time.

Bootleggers used that kind of thing. Another fun one was to drip oil into the exhaust to make a smoke screen.

My old roo had a leaky oilpump...made a smoke screen with no help from me.
