Nico, even with the way I drive, I still get at least 20mpg with city driving. 8mpg is more like the best-case scenario for my GMC with an empty cargo area.
I think she's got a different issue than standard Subaru richness.

with the sohc heads i was useing twice the fuel it was like a pig, with the new heads on the consumption whent down alot.
i have no "specs" for everyone to compare, but i can tell very much bye dialy driving.
its normal for this stock ej22t run so rich

my emanage is stock, i have not done anything to it. i am also running 550cc injectors and my car still runs very fuel efficent.

bahahaha, I think I fixed it. My friend's girlfriend has been borrowing my car every now and again while he's doing work on her nissan, and she's been filling the gas tank. I filled it the other night, and no sucky noise happened when I opened the cap. I think she wasn't tightening it properly, thus causing it to evaporate at a higher rate. lol

Well, looks like you found one factor at least... 12mpg is still pretty low unless you ride around constantly at WOT.
Do you smell gas when walking around the car after a drive? Or before a drive? (do you walk around your car before you drive it?)
My gas tank had a leak around the filler area, would leak out when I had more than 3/4 of a tank. My friend and I were able to fix it with some JB cold weld and it's held for many months now.
Have you checked your charcoal canister and fuel lines? I'd think with the key on and the engine off (primed fuel system) any leaks would tend to show themselves.
Ever done a compression test?
