I replaced the stock IHI turbo on my 92 Legacy (USA) sedan with a TD04 from a JDM EJ20. It required a bit of modification of downpipe, so I did a radical exhaust overhaul at the same time. I have no more lag and better top end, but the lag issue may be more due to a less restrictive exhaust. Outlet to throttle body is bigger and it aims horizontally at a coolant connection. You will need a really sharp 90 degree silicone elbow to steer the boost around that fitting.
I would always upgrade my fuel pump and add a rising rate fuel pressure regulator before upgrading a turbo. Fuel supply is the first weak link in EJ22T power upgrades. The symptom is that it has just as much power at half throttle as it does at full throttle.
