Has anyone done this? Does it actually do anything? I
"hear" it prevents cyl #3 from running more lean than the other others and makes every cyl happy with equal fuel delivery. Anyone care to comment from experience or known experiences?

I looked into doing it when I was going to swap injectors and rails.
The big problem i ran into was the directions you see floating around at scooby mods, etc use a part that no one can seem to find. Basically you need something to hook up to the pass side fuel rail where the fpr goes. If you have two manifolds I'd just use the fuel rail from the driver's side, cut a piece of piping off so that it hooks up to where the fpr goes, and then tube everything else up with barbed fittings and fuel hose. I'd then try to rig up the stock fpr in there....which might be more difficult then getting an aftermarket one.
utimately i decided not to do it because I didn't think the benefits to my n/a motor would be justified. On a high modified turbo car, i think it would be justified.
