You're in Japan?
I believe you'll find the ECU underneath the driver side dash somewhere. It should be pretty clear when you find it. It'll be a silver box with a large yellow seventy-something pin connector on it, with four harness connectors going into it.

Wow, nice deal!
Cool... Well, I might be wrong, since I've never seen a JDM 1st-generation Legacy... So let us know if you find it and where exactly it is.

Oh, right, I forgot that was a second generation... In that case, I think your ECU may be under the passenger side carpeting, below the glove box.

It could be the ECU.
You know, I actually have no idea what the connectors on your ECU look like anyway.
But if you can find a part number on the box, and it starts with 22611, that's almost certainly the ECU.

oh okay it says like K E on it like in big letters where can i find which pin is the tach output? i saw that one link with the ECU for the BC and BF but i dunno if it s same for fines? is it?

If the connectors match up with the BC/BF ECU's (i.e. there's a 26-pin connector, a 16-pin connector, a 12-pin connector, and a 22-pin connector), then there's a good chance that the tach signal is in the same spot.
On our cars the wire is black with a blue stripe.
I strongly suggest you seek out a better resource than this BBS, though.

Yes, in that order, if you look at the ECU connectors with the locking tabs on top.
