Bov goes off when engine is started

This is a weird issue one of you might be able to help with I'm trying to start my JDM engine(ej20 silver awic) and it is trying to start, but not really, it turns over, catches and then nothing, it's getting gas(the plugs are soaked) but when I let off the key I can hear the stock BOV making a HISS sound. this is where I'm confused, why would the BOV be going off when the engine has not run yet??Would the prevent me from starting it?(it hasn't started since I transplanted it for a rusty body to a non rusty body).
any tips or advice would help.

is the HSSS noise from the BOV or from the air filter trying to suck in, then giving up?
There would be no reason for the BOV to let off unless the rpms go high enough for it to go.
Waiting for Vrg3 to respong now. LOL

I'll second that diagnosis. If you have a cone filter, you're hearing intake noise, not the BOV.

I don't have a cone filter, I could be the air filter, I'm wondering if I have the (excuse me if I have the terminology mixed up) I believe it's the pressure exchange solonoid(it's the solenoid on the intake plenum, cylender number three I think. If I had wired it up incorectly so that when the ecu asked it to close, it opened. Would this cause it not to start or make th BOV make a hiss?
