Is it bad for your engine?

As a temporary cure for my rough idle, I was gonna just keep the throttle partly open at stops

Sounds like a throttle positions sensor. Which from personal experience you will probably only find at the dealer. I had the same problem with my 97 Legacy.

Now that I think about it, try changing your idle air control valve first that is more likely to cause the reving.

No the problem is that my stereo is causing my ignition to misfire due to low voltage.
