roll over valve? starting problem

ok so when i got my 92 auto SS the gas tank was leaking.
i replaced it at my shop and during the replacement i changed some lines and the usual...
there is a little sort of "black thing" that sits on the passenger side under the car right at the rear edge not far from the gas tank (roll over valve maybe?) with 3 lines going to/out of it one of these lines snapped, not wanting to look into replacing the part i just bypassed it so there are still 2 lines going through it and a hole.
i do not see leaks and i do not smell gas BUT when my car has been sitting for a few minutes when i go to turn it on it takes a bit to start up, it seems like it takes a moment for the fuel to get to the engine. this was happening before i changed the tank but i assumed it was just because it wasn't holding any pressure, after the change it got worse.
my questions are, is that black thing under the car important? should i replace it, bypass it fully and get rid of it, or leave it as is?
is my starting problem associated to this part? what else could it be?
this is pretty hard to explain so if anything is unclear let me know and i will try to clarify
