Your question lacks any real details on what you are looking to accomplish. If you can provide some more details, that'd be helpful in providing some further recommendations.

Leaving the stock setup alone is a very good and inexpensive boost control. It doesn't cost you a thing, assuming you already own the car.

If you want to raise your boost, a manual boost controller is a good option, since they are inexpensive compared to electronic boost controllers. They come with some issues, but doing your homework on them can for the most part eliminate/minimize the issues.

However, since the factory ECU has fuel cut around 11.9 psi of boost....upping the factory boost more then that requires a fuel cut defender. Plus you really should have an intercooler if you're wanting to raise the boost.

Assuming you have made the mods needed to raise boost, a used HKS EVCII, or EVC-EZI /II will work well.
These units are easy to set-up (basically a volume knob for each of the boost levels), allow for multiple boost levels (from 2-4 boost levels can be set depending on the model you get).
They can be found relatively cheap too (about $150)

I had a Greddy Profec B spec II crap the bed on me + it was not very easy to set the boost levels on it so I could not recommend one of those to anyone even though the peak boost recall & last boost features were nice.

The cheapest MBC will probably be the e-bay one - $20-25.

Level 2? You mean like a Dual Stage Boost Controller?

You can make a 2 level boost controller out of the ebay MBC SubaruNation has + a solenoid & a on/off switch of your choice.

It is pretty easy all you have to do is plumb the MBC's vent into the solenoid.
When the solenoid is open - air will pass through & boost will be wherever you set the knob.
When the switch is flipped the vent will be closed & no air will bleed out of the MBC so you'll be @ Actuator boost level.
You will have to adjust the MBC's boost setting under the hood, but once you have it dialed in you'll have -

Lo boost & High boost @ the flip of a switch in the car!

total cost = $28-33 & functions just like the $100+ unit pictured above
$20-25 for the MBC
$05 for a NICE switch
$03 for some wire to connect the switch to the solenoid
$00 for the solenoid (2 port in & out) if you get it from a you pull it JY - Charcoal canister purge solenoids should work well

there's the man! :-D

you should make a diagram for this

While that "2 stage" controller works BXSS, It only allows you to run one boost level above wastegate. I have a single stage that I made from home depot for 5 bucks. It is one piece and works flawlessly. I believe I can make my own true 2-stage controller.

SubaruNation you know I'm too dumb to post pics so making a diagram will be of no use unless you are going to make it pretty & post it up !

AA- True you will be able to run just W/G boost + 1 other level whatever you set it too - the same as a basic Electronic boost controller like the HKS EVC-EZ except the high setting can't be changed from the drivers seat.
If you have a on/off plumbing/compressor valve (I used one on the Starlet last year - Welfare Racing!) you can put a solenoid in front of the inlet of the on/off valve & do the same thing I did on the ebay MBC - total cost drops to about $13 which is nice.

I like the 2 level set-up because you are not stressing your car @ high boost all the time - most of the time a few pounds of boost is all you need to get around.
I think of it as a economy/power button/switch!

With more solenoids MBCs & switches more stages of adjustable boost could be dialed in, but in all honesty all you need is 1 adjustable & switchable stage to have FUN & keep it SIMPLE.

Using my car as an example (I have the HKS EVC-EZ in the SS) I could run someone all-out @ 8psi on the TD05 (actuator pressure), then run them @ 18psi without getting out of the car which is nice & surprising to a ignorant opponent - might even make you a few bucks if you like taking advantage of N/A Colbolt & Neon owners.

You could also plumb the stock boost control solenoid in there to...

So you could have stock boost, 8.7psi, and whateve above it.

Here are some pics of how the 2 level MBC should come together.
