ok i have a 91ss and i have no idea how to turn on the fog lights. so can someone please tell me.

Probably 'cause the car didn't come with foglights...

The front bumper lights are your turn signals, we did not get the fog lights here... JDM/Aussie/Euro cars have them optional.

haha sure enough. well you saved me a bunch of time trying to turn on the (non) fog lights.
