Crankshaft Pulley Washer ???????

Decided with 90K on this timing belt and a leaky cam seal it was time to do the timing belt. Got the front covers tore apart and found this imbedded into the plastic cover below the opening for the crankshaft pulley. Is this a washer for the crankshaft pulley bolt? Or is it something else the morons who did this job 90K ago forgot to put somehwere. Crankshaft bolt was barely tight btw :(

That is not the crank pully washer because there isn't one. I've never seen that piece before. It "might" go on the back on one of the timing belt pulleys although those are all sealed bearings so i'm not sure what good a cover would do.

Needless to say it's done, and the haynes manual lies. It kept saying to just put the shit on and so forth. Damn timing belt wouldn't go on. FInally after 4hours I gave up saturday morning. Woke up about 11am. Found a endwrench link on here that said to remove the toothed idler and lower left pulley then put the belt all the way on and then install them. Low and Behold it worked!

Car is up and running. Crank Bolt loctited and torqued to 130 ft lbs :)
