SRS light is on after steering wheel removal

So a week ago I adjusted the location of the steering wheel on my father-in-laws 95 Legacy L.
I unhooked the battery, unbolted the airbag, unplugged the two connectors, took the steering wheel off, adjusted location and put it back together in the correct order. All plugs were plugged in.
As soon as we started the car the SRS light was on. The horn works, so it's not a grounding issue.
I was very careful with the air bad unit when it was off the car.
Any ideas why this would happen?
