no I do not believe so, I don't think it would produce good results, how the plumbing is setup to the turbos, also, I'm not really sure how boost would come on, and such.
The thing that is going to produce the best results, for your particular car and config is to get a larger exhaust, cat-back. DO NOT remove the cats, you will overspool primary turbo. Then get a larger secondary turbo, for more boost/power at higher rpms.

Like you said, doin that stuff, bigger exhaust, removing cats, will help reduce turbo lag, however a larger turbo will almost always have more turbo lag then a smaller turbo. Keeping that in mind, if you replace the smaller turbo with the larger, you will get more lag, and after you do all your mods, you may be back where you started, so the benefit may not out weigh the negatives.
However, and honestly, which is probably the most important thing I think, is that those two turbo's were paired together, designed, etc to work as a team. If you just stick a bigger one on to replace the smaller one, it's going to severely mess up the power band and stuff when the second one pics up. For example, let's say you stick a larger primary in, it boosts to 7 or 8 psi. Then the secondary/larger turbo kicks, if the secondary turbo's power band is less then the primary's at that particular boost, you will get less power, it will be an uneven transfer of power from primary to secondary turbo. If you were to look at power curve for the car, it would have dip in power, where the turbo's transitioned. As I said, they were designed to work with each other. You can put a larger secondary turbo on, and increase boost and performance that way alot more, with the mods you were talking about, then by playing with the primary.

i thought that if i replaced the smaller turbo and put in a larger one, i would be able to change the exhaust to a much larger one then take out the cats which would allow me to bost the car harder with less restrictions, in doing this the turbo lag wouldn't be very much?

Hey Tim,
I would recommend against messing with the primary turbo and making it larger. The two turbos are designed to work sequentially. The little one come on at lower rpm's, and then the bigger take over at higher rpms. The main reason with this design is to eliminate, or help alleviate turbo lag, if you add a larger primary turbo, it will just mess things up. Trust me. If you wanted to do anything, add a larger secondary turbo. As you mentioned, don't remove the cat's, you will over spool the smaller turbo. The turbo's on that car are very good, roller bearing turbos, (the smaller one is anyway, not 100% sure about the larger)

Where are you located in NZ, I'm in Auckland (East Tamaki.)
Any way I've been through the same process of finding info on the BD5
Engine type.
I have noted that the number of sites available in English is very low,
But search for BD5 or BG5 (wagon derivative and you'll get heaps ).
The main thing I've been looking for is ECU upgrades and by the look of
it the options are Sym's, Prova, Mine's VX-ROM and possibly now a Link
(not sure on that one.)
I've made the decision to do a Cat Back exhaust on the car and K&N Panel
Filter, but have left everything else on the car standard.
To start off with another group I would Highly recommend going to is the
Legacy B4 group as a number of the members actually have GT or RS
turbos.
I was also wondering if you might be able to check the Primary Turbo on
your car for a Model No. On a flat plate ahead of the heat shield (left
side of engine) mine has the model code RHF4 which is an IHI Turbo
rated to 190,000rpm. is your's the same ????
Anyway I know it's a bit of a ramble but I hope this helps
