boost pressure control?

Hello,
I am not clear about the engine management in the legacy turbo 2.0,
the ecu can control the boost pressure? or is only the force at the
waste gate actuator, what is the purpose of the solenoid between the
waste gate and the manifold, why is not directly connected. I think
that the solenoid is actuated by the ecu to open the wastegate when
the map get a desired boost reading, programed at the ecu. Please
tell me if I am wrong. I am asking this because some chips
manufacturers claims that they can increase the boost pressure.
