Wierd washer thingy...

OK, here's a stumper. I just replaced my alternator
and am now questioning the placement of one particular
item. There is a long bolt that attaches the
alternator on the right side (if you're standing in
front of the car). This bolt is basically the pivot
point for the tensioning adjustment on that accessory
belt. This bolt has a washer and also connects the
little black covers for the belts and whatnot. It
also has another light silver washer type thing that
has a large hole(seemingly useless) and a small piece
of metal that bends 90 degrees, like a little finger
or flange.
I was just wondering about the positioning of this
Washer thing because it's not mentioned in the Haynes
manual that I have. First of all, I don't know if the
flange thing is supposed to face the front of the car
or the back or even be on the top or bottom. Second
of all, what purpose does this washer thing serve? I
can't figure out why it's even there, but I imagine it
serves some purpose, perhaps to keep the accessory
belt covers in place. I would really appreciate some
help on this one as I don't want to have to take my
alternator apart later on down the road because I made
a mistake now. If you need a better description, let
me know and I'll try to provide additional
information, or even a picture for that matter. Sorry
for the long winded email, but I couldn't get the
question across any better. Thanks everyone, you've
