Heater Fan Delay

The heater fan in my 92 Legacy Turbo almost never comes on when I start the car, but almost always kicks in after a few minutes of driving. Sometimes I can coax it to go by pushing various heater position buttons. Sometimes I hear a tick-tock sound in the vicinity of the HVAC switch. The old fan was noisy and also had this problem. Noise went away with a new fan, but the heater fan with a mind of its own problem came back after two weeks. Any suggestions as to what is causing this?
