The button on the parking brake lever on my daughters '94 Legacy sedan LSI is broken, kind of torn off of the piece it attachs to. Can this button be replaced or do you need to replace the whole lever?
New, the leather handle one is much more expensive than the non leather one. Do you think they are interchangeable?

The button is threaded onto a threaded rod, all you need to do is unscrew the old one and find one of those long nuts that has the same threads and replace it.
Alternatively (this is what I did), find a piece of metal tubing of approximate same O.D. as the button and a piece of soft plastic. Press the plastic into the tubing and drill a hole in the plastic about the same size as the threaded rod. Then just thread the plastic down on it.
Or you could probably go to a JY and ask for the emergency handle button and they'll probably just give it to you if you pull it yourself.
So to answer your question more directly, the button can be replaced pretty easily.
