There is a restrictive neck at the outlet of the stock cat. It probably
isn't legal, but it doesn't cause any more pollution to have your
muffler guy cut the outlet off your cat and weld on a 3" flange as its
new outlet. The stock cat is actually quite free-flowing.

A 3" downpipe will work best with a custom high performance downpipe
flange. The stock flange causes the wastegate exhaust to hit the turbo
exhaust at an abrupt 90 degree angle, disrupting the flow. Really
expensive systems keep those two streams separate for a couple of feet
and blend tham at a shallow angle way downstream. I designed a flange
that is a nice compromise and it accepts a slightly squashed, i.e. ovel
piece of mandrel bent 3" pipe. I sell them for $25.00
