They didnt actually make any 91 specific agx's.

This is your best option.734006-734007 front STRUTS, 733010-733011 Rear STRUTS. The only thing is, you need 92-92 rear strut mounts and springs, beacuse 91 rear springs are tapered.

The taper is towards the top, so the earlier style top mounts and springs will physically fit on the AGX's, but the ride height will be lower due to the AGX spring perch.

Like those guys stated above, use the 92-94 stuff.

So will using 94 spec AGX's with Whiteline lowering springs work? The springs are tapered (for a 04+ STI) and work with my 91 tophats.

Will my ride height be the same? How should the handling be?
