Check engine light
I have a 1996 legacy outback that when the key is switched on the two cooling fans cycle on and off continously, also the check engine light flashes. When the engine is started everything runs fine except the check engine light flashes all the time. Any suggestions as to the problem.
It sounds like the green diagnostic connectors are connected together. I would check under the dash and see if you can find a green tee connector like the one in this pic

If you do, and it's plugged together, unplug it.

Even though the 96 is obdii they still have the old style diag connectors so I think Legacy777 hit the nail on the head.
My 95 legacy is quasi obdii, it only has to use obd1 smog certification but it will work with a code scanner. If you like the second generation its a quite recipient for engine swaps
