Yes that sound is the hydraulic tappets, one of my cars started
making that sound after I started running Synthetic oil, that is just
because of the viscosity of the oil, check that the viscosity of your
oil is what is recomended, if you are running Synthetic oil you
probably will not be able to achieve that.

The Subaru Legacies have very fussy hydraulic tappets, you should
flush the car with every oil change or every second, other wise the
sludge build up blocks or significantly reduces the size of the
little galleries.

Now that the tappets are noisy, your best bet now would be to run
another flush through after 5 thousands KM's do this for about three
changes you should then notice the sound reducing.
