'95 Legacy N/A ECU on a '94 N/A engine?
Is it possible to use a '95 Legacy ECU on a '94 EJ22?

As long as you use the wiring and manifold from the '95, the longblock doesn't care. You could use any Ej22 longblock when it comes down to it. The only difference if you went past 95 would be you would need single port headers...

Ah. I believe the only real hiccup is that your stock engine had EGR, while the 94 doesn't.
I don't know how the EGR stuff works on the exhaust side, but Matt can tell us whether you can just swap the 95 stuff (primarily the intake manifold) onto the 94 engine. That would be cool because then you can keep all the wiring and injectors from the 95 intake manifold too.

It depends on the engine. I have seen 93-94 Ej22's with EGR on them. Don't know if that means they were Impreza Ej22's but they had both kinds at Super Rupair in Boulder and they were clearly marked with dates and mileage on them.
I cannot speak directly to a '95 Legacy ECU, but on the '93 Impreza w/EGR that we swapped, we just left the EGR off and unplugged and it didn't code. Now whether or not they will flag you on the visual up there is not something I know. Local smog issues are generally best addressed with locals.
For the rest, like I said above, the engine won't care. Just use your intake manifold and IT's attached wiring (which is the wiring for a '95) and you won't have any issues getting it to run right. Sensors are NOT engine related. They are ECU related. I don't know how to state that any more plainly...

If it was an ej22 and had EGR, it had to be from an impreza.

Is the 94 Ej22 from a Legacy?
If so, then no it's not going to have any connections for EGR. I can't say with certain about the impreza motor....or even if the impreza came with a 2.2 in 94.

I have a 1996 Legacy 2,2GX. It had a blown headgasket on right side when i bougt it.
I therefore got an rusty 1990 2,2GX and took the engine from, i only had to replace the intake manifold and some sensors from the blown -96 engine.
Check if you have singel or dual exhaust manifolds.
