Trouble with trouble codes

I have a "Check Engine Light" on all the time.

This is what I was told on how to read the codes:
1 - disconnect test mode connector
2 - key up without running engine
3 - Check engine light should flash code by flashing sequence

I tried to do this. The check engine light did not flash. What am I
doing wrong?
Is the test mode connector normally connected or disconnected? Should
the read memory connector be
connected or disconnected?

I had the same problem with my 90 Legacy. My shop manual and most Web
pages offer incorrect information.
