That's odd -- usually it's because there's a burnt out bulb. This may be a dumb question, but you did actually observe the turn signals operating while it was blinking fast, right? You didn't just check the parking lights or inspect the unpowered filaments visually?
How long have you had this problem?

checked fwd and aft left turn sig light while outside the car. blink fast(right is normal). no i have not puller the turn sig housing out yet. i will do this when i get home. i will have to double check on the parking lights, but i think they work fine. its been about 2 weeks now.

That's very weird. My guess is that one of the filaments burnt out, and then you hit a bump and the fragments got close enough for the current to arc across and weld it together again, but with a higher resistance.
I bet just replacing your left turn signal bulbs will solve the problem.
Your front bulb is an 1157A (or 1157NA) and the rear one is an 1156. If you want to upgrade them slightly you can use a 2357NA in the front and a 3497 in the rear.
