Do rebuilt engine heads need to be retorqued?

'91 EJ22 Legacy

After a complete engine rebuild, should the head bolts be re-torqued after a certain period of running time? If so, what is the recommended torque and in what order should they be done?

the final torquing step is measured by rotation angle so there would be no real way to know if your torques were right without backing off the bolts and redoing them.
