1993 legacy turbo code 21 help

hi . my fan is always on as soon as i turn the key one position an wont go off.checked the codes there saying code 21. just changed the water temp sensor an its still happening .what next help

hi. thanks. i took the batterie terminals of an left it for a couple of hours an it rest the E C U . fan has stopped coming on straight away an starts much better.
