Noisy valves/lifters?

So i rebuilt my 1993 ej22 back to stock, only to hear the endless chatter of what i believe are the lifters. I tried driving it for 20-40 miles after reading a couple posts on here. I mixed a quart of type f trans fluid in hopes of a quick fix. The engine has not quieted down. What are my options? will the heads need to be removed or just the rocker arms? I had the heads professionally done at a machine shop, never brought them the rocker arms, and I am also fairly confident I did not properly bleed them before reinstall. Any feedback is greatly appreciated!

Remove the valve covers and rocker assembly. You can then pull out each lifter and bleed the air out of them. They should be "firm" after bleeding, if they're not, replace them.
