yeah im not sure how they managed to scrape the top part of the bumper.
i dont really care about scratches, but i would consider that a little more serious than a scratch. and i cant fix it cuz its soo cold out, and i have no garage.

They scratched the top because they were driving a truck with a high bumper. More likely than not, it was someone who bought an SUV but thinks they bought a car, so they never bothered to learn to drive a truck.
