power steering pump reservoir?

Is this a two-part piece?

I want to know if the top piece will just come off and how? I thought it might because it has a lip on the end of it.

My top piece is rusted and the belt cover bolt is rusted in there.

the reservoir is one piece. It's pretty simple to swap in a new reservoir.
