Diagnostic Tool

Could someone tell me what tool I should buy to diagnose my check engine light. The guy at the shop wanted an open ended ticket that started at $80 to diagnose it since his high tech machine returned no codes. The check engine light had been on for about 9 months before I bought it. I have disconnected the neg terminal and the cel comes back on instantly. 90 legacy 2.2. Thanks.
