White Legacy in Anacortes, who are you?

I've been to Anacortes, WA twice in the last month and both times I saw a 1989-1991 Legacy N/A (no scoop or spoiler), may have turbo and FMIC but I'm not sure. It's got some wierd aftermarket front bumper and a flat black hood, some wierd wheels and a kinda abrasive exhaust.
Just trying to figure out who it is, it's just not common to see an old modified Legacy in this area. Especially one that looks eerily similar to mine, but like a demonic older brother version. Feel free to get in touch. I'm just down in Oak Harbor.
