92 legacy turbo not getting fuel-pump is new

fellas im new to this subaru and having a problem getting fuel to pump. is there a fuel relay and where would it be? i replaced the pump with a brand new unit and still no fuel, tested the old one and it is smoked(that smoke has to be in there or they dont work-same with radios and whatnot) what else would have gone out with the old pump? please help, thanks.

Did you check to see if there is 12v at the fuel pump connector under the seat when cranking the motor?

The relay is up under the dash. These scans should help.
