Ive got a 1993 Legacy SS, and while working on it today I broke off the little nipple on the passenger side of the radiator above the radiator hose that goes to the engine. The nipple that broke off had a hose than ran to a metal tube that went across the intake manifold and connected to the coolant tank. It looks like the previous owner had broke it off previously and JB Welded it on.
Can I block off the tube and seal the hole on the radiator?
Thanks!
Russ
Can I block this coolant pipe?

No, that fitting is used to bleed air from the system since it's a high point in the radiator.
Try jb welding it again, or get a new/used radiator.

Same thing happened to me on Sat. while doing a turbo/header swap.
My buddy pulled a section of the IC tubing off & hit the little nipple which snapped right off.
He tapped a fitting into the rad. & got it to stop leaking but I'd rather fix it properly.
I'd like to get a Koyo into the car, but do not know if an external tranny cooler will be enough to keep the tranny cool on my 4eat.....
