As Ben said, with everything being stock, things should work fine up
to the boost cut. Personally I wouldn't do much with the boost
without an intercooler first, but that's just me. With the stock
turbo, any more boost then 12psi or so is not doing much. It just
can't flow enough air and the air that it is flowing will get geat
heated so much, it will start to defeat the purpose of raising the
boost at all. I've talked to two different Turbo shops, and both said
that even by modifying the turbo as much as they can(but still
keeping it's stock configuration), it's only good to around 260-270
horsepower, so a bone stock turbo is probably quite a bit less then
that.

Another way you can look at it is that Subaru set the boost at 8.7psi
from the factory and then added the cut-off at around 13psi or so,
just in case the wastegate should fail. They felt that if that should
happen, with the stock fuel pump and injectors, the motor should
still be safe up to 13psi. After that, who knows. But again, with a
stock EJ22T, it doesn't make much sence to go higer anyway.
