I live in the PNW and there is a strong subaru culture and I meet a guy with a OBS. He claimed to have swapped a 03 forester manual trans behind the 2.2. He said he just did not use all the holes on the forester trans. Is it possible to do the same conversion on a legacy. also I plan on putting a 2.5 in my car any way.

Yeah, I had an 8 bolt forester trans in my SS then in my RS. I have a different one in my 98 outback currently. Without swapping the speedo gear inside the tranny, your speedometer will be quite a bit off. Alternatively you could use a 97-99 Legacy GT or 98-01 Impreza RS (or later) manual and have virtually the same gear ratios and a speedo thats almost dead on.

do I need a forester rear end to match the gearing of the trans? will the rear diff bolt right into the legacy?

You will need to match the final drive. The non-turbo Forester had a 4.11 final drive, and according to this link (in the sticky at the top of this section):

your car already has a 4.11 final drive. If you did want to swap in a forester diff, you'd have to put your diff's flange on the new diff so you could reuse your driveshaft.

I'm pretty sure the impreza outback is a 3.90 final drive just like the other ej22 cars of that era.
